Where every level you get (by doing quests, killing enemies), you sleep and then get to choose whatever skills you want to lvl.

To start off, Skyrim's game engine is not designed to run above 60fps. The game physics is tied to the framerate, so when you go above 60fps, it causes objects to go flying across the screen with just the lightest of nudges. A common example is the intro cart ride sequence; over 60fps can cause the horses and cart to spaz out uncontrollably.
